Is this a good Mac computer?

It might help to see a price, but don't pay much for that. The iBook G4 cannot run the latest version of OS X, cannot run a lot of recent software, and is slower than most netbooks. If you want a Mac laptop on the cheap, you should be going for a Macbook at the very least.
