Is it illegal for a 12 year old to date a 21 year old?

my gf is 12 (im 13) but before me she dated a 21 year old and i feel like shooting that pedos a$$ or locking him up so im wondering if its illegal cuz im worried if we break up she might get raped dating people this old and im scared forr herr :/
